Mr. Horner has over 30 years of experience in affordable housing, investment, and development, including extensive work in LIHTC development, syndication, financial structuring, and asset management. He is responsible for overseeing HCP’s special limited partner and general partner interests, supporting the successful execution and stabilization of LIHTC-financed properties across the firm’s portfolio.

Prior to joining HCP, Mr. Horner was Executive Vice President and Co-Founder of Lakeside Capital Advisors, where he directed the firm’s national acquisition and operations platform, closing transactions totaling over $1 billion in asset value. His earlier experience includes senior leadership roles at nationally recognized LIHTC development and syndication firms, where he was responsible for underwriting, development, construction oversight, and strategic capital deployment for affordable and workforce housing communities across the country.

Mr. Horner holds an MBA with a concentration in Finance from the University of Southern California, a BS in Chemistry from San Francisco State University, and is a LEED Accredited Professional (LEED AP BD+C).
