HOME Celebrates Cielo Tower Grand Opening The Rebirth of Affordable Living in El Paso, TX

EL PASO, Texas –– Housing Opportunity Management Enterprise (HOME), El Paso’s Housing Authority, announced the Ribbon Cutting Ceremony for its newly rehabilitated affordable housing development, Cielo Tower. The event took place on Wednesday, September 18, 2025, and began at 10:00 a.m. at 201 Cortez Dr., El Paso, Texas. Cielo Tower represents a significant investment in the preservation and revitalization
of affordable housing, reflecting HOME’s ongoing commitment to renewing existing properties and providing
high quality, sustainable housing solutions throughout the City of El Paso.

Distinguished guests included Mr. Jeff Weiss, President of Hunt Capital Partners; the Jefferson High School
Color Guard and Band; Mr. Rick Porras, Vice Chair of the HOME Board of Commissioners; Mr. Gerald Cichon,
CEO of HOME; Mr. Sergio Hernández, a resident of Cielo Tower; and City Representative Art Fierro, who served as the keynote speaker.

Cielo Tower features 123 thoughtfully renovated units, representing a $23.04 million investment dedicated to
fostering sustainable and vibrant communities in the heart of El Paso. The project was made possible through
$16.7 million in federal 9% Low-Income Housing Tax Credits (LIHTC), which was syndicated by Hunt
Capital Partners through its proprietary fund with JPMorgan Chase. Designed by 1919 Architects with a general contractor being Pavilion Construction under the leadership
of Paisano Housing Redevelopment Corporation. Cielo Tower exemplifies the strength of public-private
collaboration and financed by Citi Bank. The property will be managed by Winn Residential.
